Topic 1 : The fight against urban fragmentation caused by the communication infrastructure

Polycentric city of Kladno has not single core or center but a large central zone. This zone, which combines a high development potential, thus involves a number of urban, economically and socially heterogeneous area. First, they are neglected and deprived areas with long-neglected physical appearance, poor quality housing stock, environmental burdens and adverse socio-economic structure (the former industrial areas, barracks, neglected residential neighborhood), and second, the concentration of service functions, the potential to inhibit poor condition of public space, absence or poor state of public green spaces, street furniture, etc. These weaknesses caused by insufficient use of the development potential of these areas have.

Topic 2: Restoration and revitalization of obsolete and abandoned industrial sites
The city of Kladno does not fulfill its development potential without the physical revitalization and functional conversion of unused areas or brownfields. For the attractiveness of brownfields in the regional context is a significant relationship to the overall communications R6 and R7, and especially the international airport Prague – Ruzyně. Kladno Economic Development has for years strongly influenced and determined by the tradition of industrial production, especially coal mining and metallurgy. Dependence of local economy on a narrow range of industrial production, however, in the 90 years, with significant economic problems associated with the decline and low competitiveness of these sectors. Structural problems in Kladno has gradually diminished, partly due to external factors (proximity to Prague, attractiveness to foreign investment), and partly due to internal factors (many new companies with varied range of industries).

Topic 5: Extending the new forms of urban and metropolitan governance.

Following the SWOT analysis, which was implemented as an integral part of the Sustainable Development Strategy of Kladno, were defined strategic objectives for the LAP and was assigned to them describing the initial situation the relevant components of city life, which significantly affects the sustainability of its further development (demographic changes, labor market and employment, traffic, environmental services and infrastructure, etc.).

The strategic objectives of LAP:

3.2.1. Objective – Kladno is a multi-functional city
The priorities are linked to the Net-topic issues – for Topic 4
• resolving the situation of old industrial areas (Konev, Old Poldi, dogwood, mines) and putting their property on the market, respectively. ensuring priority to revitalize abandoned, derelict land and buildings – brownfield sites – using existing and newly created legal and economic instruments;
• complete system access and perimeter roads of the city to improve conditions for the source and destination transport from the city and relieve traffic in the central parts of Kladno;
• developing a business friendly environment and creating new job opportunities in the field of environmental protection, preservation of cultural landscapes and environmentally friendly forms of tourism;
• Significant improvements in air quality and positively reduce excessive noise pollution produced by transport and industrial production
• Support the transition to the heating means lower environmental impact (district heating, gas, electricity, biomass, solar collectors);

• 2020 to reduce economic disparities in different parts of the city of Kladno using the tools of planning, economic incentives and targeted investments moving from public sources (GIS) and increase the quality of life for residents of housing estates
• effectively utilize the natural center for progressive urban revitalization and modernization of various localities of the city of Kladno
• capacity to provide barrier-free apartments in Kladno to match the real number of handicapped people.

The main objective of LAP is to summarize the basic problems of urban development with regard to the above-mentioned for problematic areas and to propose measures to achieve these goals. The basic idea is the formation of LAP platform for effective and coordinated action from government and other relevant actors belonging to the agglomeration of Kladno, on the basis of voluntary partnership of all stakeholders and institutions.

ULSG at its first session (1. Q of the year 2009) decided that the starting point for analysis of sustainable development of the city of Kladno is already the strategy of sustainable development of positive “. This material has become the overarching document for sustainable development for the city of Kladno horizon of 15 years (2022) and its basic priorities and strategic objectives has been gradually implemented.

At the ULSG hearing on 16 October 2010 at Kladno City Hall were discussed results of a survey “Assessment of existing and future development projects of the city of Kladno,” and participants were introduced to outline the first version of LAP.

Analytical materials’ “Evaluation of existing and future development projects of the city of Kladno” was circulated to members ULSG along with the standard project fiche as a basic guideline for developing project proposals for new projects.

Before 5^th November 2010 coordinator to collect the proposed new project fiches and subsequently with various promoters regularly consult the supplement to the aims and intentions of NeT-TOPIC. Project Coordinator created the 1st version of the draft document and sent it to members for consideration ULSG on 18^th November 2010.

After discussion in plenary and the incorporation of comments LAP was submitted for approval, on 30^th November 2010, finally on 15^th December 2010.

With regard to the decision ULGS already found that the starting point for analysis of sustainable development in the city of Kladno for the elaboration of the LAP is already the “Strategy for Sustainable Development of Kladno”. As the initial analysis was used SWOT analysis which was carried out as an integral part of the approved “Strategy for Sustainable Urban Development Kladno”.

Following this analysis were defined strategic objectives for the LAP and was assigned to them describing the initial situation of the components of city life, which significantly affects the sustainability of its further development (demographic changes, labor market and employment, transport, environment, services and infrastructure etc.)

On the basis of joint analysis of the participants involved in the project NET-topic areas were defined common problems that must be involved to solve the city. In the present LAP these problems are analyzed in Sect. 3.1. “Specific issues in the city in relation to Net-topic topics”

The strategy of sustainable development have been assigned already proposed and gradually implemented measures to strategic objectives of the LAP (see Chapter 3.2.1, 3.2.5) and was carried out in collaboration with relevant professionals Municipality of Kladno, evaluate the progress of implementation of proposed measures.

Progress of implementation of each measure was evaluated in the context of fulfilling the objectives of the strategic objectives.

This participation was organized by the coordinator RDA-Central Bohemia and urban expert Ilona Binhackova through meetings, newsletters, mail and other communications canal.

1. Sustainability and future perspectives of the LAP proposals.

This put the local action plan contains only those actions and projects that reflect and address the core problems of urban development with respect to its surroundings. The basic idea is the formation of LAP platform for effective and coordinated cooperation of municipalities and other relevant actors belonging to the agglomeration of Kladno.
The main objective of the institutional arrangement should be taking to ensure coordination between the city and its institutions, which are already active in promoting the objectives of the Sustainable Development of the city of Kladno. It would also provide links to relevant institutions operating at regional and national level (Government Council for Sustainable Development), possibly an new Council for Sustainable Development (Law No. 183/2006 Coll. Planning and Building Regulations (Building Act) as amended by Act No. 183/2006 Coll. in force since 1th January 2007) and the institutions working in the field of sustainable development at the municipal level.
Due to the geographical exposure of the city – Kladno is situated on the border of the Prague metropolitan region – it is necessary for Statutory City of Kladno very actively involved in the process of coordinating planning of urban development of the City Prague and Central Bohemia region.
Local Support Working Group composed of representatives of city government and City of Kladno District Chamber of Commerce and local businessmen, representatives of NGOs, associations of municipalities and other stakeholders, including representatives of the project coordinator, RDA Central Bohemia. This group is the main carrier of Local Action Plan, coordinated the entire process of preparation, preparation, approval LAP and will continue in the activities.
For achieving the major objectives of the institutional arrangements for sustainable development at the city level the city government will work closely with the Council of Kladno.
